What is this thing?

This is in Ohatchee, Alabama on the Coosa River. Due to the severe drought, the river is down about 6 feet, right now. This would usually be under several feet of water and about 15 feet from the bank. This river is dammed. About a mile north of  this thing's location is the H. Neely Henry hydroelectric dam. Above it is the H. Neely Henry Lake. This thing is laying on the low side of the dam, which is the beginning of Logan Martin lake.  About 300 yards up river, there is a live railroad bridge that crosses the river.  
 
I know you can't tell from the picture, but the rail seems to be pretty thin as compared to current rails.  
 
I am a rail appreciator, but not a knowledgeable rail fan.
 
I'm just curious what this thing is and how old it could be.

it looks like a telefunken U 47...or the debris associated with it

Some dimensions and possibly another view from another angle would be useful.  At this point I would not want to even guess.

A pulley that a cable rode that was attached to a breaker possibly pulled the cars on that rail to the chutes??  that's a narrow rail hmmm
