Is this the old Erie Shipbuilding facility?
 
Appears they are enclosing some of the track in two rows of ties on each rail.  What is the reason for that?

Yes, it's the former Litton > Erie Shipbuilding facility.
 
The double ties look like the method often used for crossings. I imagine they're going to pave or at least gravel fill that area as they'll be unloading steel.

Updated the photo gallery with a few more images showing that crossing work is largely finished, including installation of signals. A bit of fill work has also been done and they've started extending the track beyond the in-plant switch.

The Bayfront yard has gotten a thorough going over new ties, ballast and surfaced. The track looks good.
 
Also, the Don Jon spur and crossing are done, though the switch didn't get installed when CSX had a crew (and a couple prefab switches) on location.

They've finally gotten the switch in, but the machine is still on a pallet to one side.
 
I imagine once that gets down there'll be some sort of ceremony with local dignitaries with a picture in the paper.

Erie Shipping News notes that Don Jon Marine will receive a grant to extend their rail siding farther into their facility:

Also of note, the Erie Western Pennsylvania Port Authority was recently awarded a $700,000 grant to extend the rail siding at Donjon's yard.

The Erie-Western Pennsylvania Port Authority is soliciting bids from contractors interested in working on a $1 million project to expand siding into the plate-line painting operation at Donjon Shipbuilding & Repair.
 
The project includes $700,000 in state funding and $300,000 from Donjon, Ray Schreckengost, the Port Authority's executive director, said today. It consists of a 1,600-foot-long railway siding extension that "takes the rail line all the way out onto the dock, where the steel is unloaded" for shipbuilding work, Schreckengost said.
 
Construction bids are accepted until May 13, according to the Port Authority.
