Went through Corry and Union City yesterday and noted that the line appears to have been plowed + flanged for snow before Wednesday. Was this a special move or just tacked onto the front of the regular East-West turn?

Most likely M&W used a ballast regulator to clear the ROW for the upcoming storm.  
Regulators have proven to be great for snow when normal track repairs are sidelined by winter weather.

If the plow traces were scooped / round, I'd agree, but these were angular. FWIW saw a B&P ballast regulator, and its round wings, plowing at Union City, which was my "ah ha" moment.
Doesn't mean I'm not wrong, but does anyone know definitively?

Well I guess for now we just speculate.  
Doesnt seem this board gets much attention anymore. The WNYP Yahoo group is dead....  
I'll keep my ears open, last time I was up there the two plows were OOS and needed work.
