Does WNY&P own the branch to Oil City outright or is it leased from NS?

That segment is leased. NS rarely sells any line they own but want to spin-off. A lease ensures they retain ownership of the tracks in case the shortline operator fails. This policy also allows NS to find another company to operate the line if there is still (potential) traffic.  
 
Please note that I am commenting in a general sense. The WNYP is NOT in danger of failing.
