The STERA Q4 2015 is available online. In addition to discussion of projects completed…
 
"In 2015, WNYP has installed 38,000 crossties, 400 bridge ties, 5,000 tons of ballast, and 200 switch ties. WNYP also has lined and surfaced 44 miles of track."
 
This tidbit also caught my eye:
 
"There is potential for restoration of weekly service between Falconer and Meadville, based upon anticipated new traffic (aggregates, fracking wastewater, and natural gas). There is potential for restoration of regular service on the Buffalo Line, north of Olean, based upon anticipated new traffic (new pipe yard activity). Aggregates, petroleum distillates, fracking sand freight volume is increasing. Storage of empty crude oil cars continues."
 
Of course, nothing's real until you see the trains running, but this sounds very positive.

Here's a bit more detailed info on the WNYP's 2016 maintenance plans:
 
2016 MOW budget: $4,572,000
2015 MOW budget: $6,445,000
 
Reason for budget decrease: Reduction in grant activity in states of New York and Pennsylvania.
 
— Rail: Install or replace 1.1 miles of rail with CWR.
— Grinding/surfacing: Surface 35 miles.
— Ties: Install or replace 12,000 wood and 2,000 wood relay ties.
— Ballast: Install 5,500 tons.
— Bridge work: Repair spalling concrete on 4 rail-over-highway structures, $800,000; and repair bridge seats on 2 bridges, $100,000.
— MOW equipment to purchase or lease: 1 skid steer with attachments, 1 new hi-rail inspection truck and 1 new bolt machine
