Non Standard Signal

Down in Kentucky approximately 3 miles south of the railroad yard, there is a signal which I have never seen before. This signal tower is tall and if I remember correctly is a T-shape and there are 4 big bright white lights. This almost reminds you of ballpark lights. Usually all 4 lights will be lit up, but one whole side (2 lights) will blink.  I have looked this up on the net and even the railroad refers to this as a Non Standard Signal.

Has anyone else seen this in other locations and what does the blinking mean?

Here is another pic.

The 1st pic was taken in 1985. This pic was taken in approximately 2002.
