Hmm, got any more info? Date of photo, location, anything...? Interesting that it looks to be an old car with poling pockets and friction bearing trucks, but the paint looks to be in good shape. However the wood parts look to be very rough.  Seems to be a purpose built car. Looks like it has a number (_9991), but no other markings. Note the lack of ballast and the rust on the rails and wheels. It has been a while since the car has moved. Iím guessing it carries a liquid from the hoses hanging around, but it sure would take a long time to empty or fill with hoses that size. Why the steps to the top and is the top open (hence the railing)?
One of those photos that asks more questions then it answers.

Possible date is 1960's to 1980's
