What is the purpose of the angled canister/tube like equipment mounted on the front  
handrail usually next to a ditch light

Not being able to really see it well in the picture doesn't help the case but to me it looks like a "MU" plug in.  Many units have the electronic style located around that area to keep them cleaner.  MU also can be done with the air hoses, located at the bottom there on the snow plow.

thats the holder for the other end of the MU cable. some locomotives have the holder on the handrail while others have a dummy plug under the anti- climber. and some have both. the air hoses are for the locomotive brake controls when MUing engines.
