Looking at a satellite view of the Mingo Jct. area one can see evidence of a large roundhouse. Did this facility belong to the old W&LE or the Pennsy??

Was indeed PRR: http://pc.smellycat.com/pics/central/index.html Near the bottom of the page. "The spacious roundhouse at the former PRR yard in Mingo Junction, Ohio is no longer the mainstay of operations in town as it once was. With the decline in steel traffic in the area during the 1960s and consolidation of facilities under the merger, SW7 9041 is setting outside instead of under the protective roof of the paritally dismantled roundhouse. May 15, 1979. Collection of Dale A. DeVene Jr."
