Sayre is correct.
 
This was the print shop which was located on the second floor of the storehouse. Photo taken in 1983 when the building was totally abandoned. At some point in time after ConRail the storehouse was leased by a manufacturing firm which used only the first floor and had vacated the building a long time prior to the date of the photo.

It is Waterloo Keith, you win our respect and admiration! And LVRR Manchester is also correct about the Seneca River/Canal, and it being the Seneca Falls branch. The building across the canal at the time of the photo was Waterloo Woolen Mills, and still is in use as longtime home of Evans Chemetics. easily recognizable by anyone who has driven down Rts 5&20.  
 
The building served by the LV siding is the former Waterloo Distillery. Longtime makers of "Legal Beverages", the establishment met a sad end during prohibition, when they were found to be making "Illegal beverages"; the property was seized by the Feds and the building was blown up. The property, on the south side of the canal across from Evans, is now quite overgrown; but in wintertime you can see a corner of the old distillery building that stood tall when the rest of the building came down, and eerily still stands on the abandoned property today.

Yes sir! This is one of two LV yard tracks retained by Conrail at Tifft Street. CSX inherited both of them after the CR split in 1999.
