It appears that there is more than one, the ORPTE for 1943 lists the seating capacity of No. 10 at 42 and No. 11 at 18.

Thanks, so an obvious typo. And possibly the newspaper's figures on seating were a bit off or the two cars had their seating capacity reduced between 1943 and later years.  
 
I was also interested that the ICC said when operating on Train 209 on the day of the collision with No. 9 the motor car was hauling a boxcar in addition to a coach. The Commission is a pretty good source, but I wonder if the car was really a freight service boxcar or an express car.
