Actually I believe the ballast sweeper is a ballast regulator used after the tie gang or track tamping crew works on the track.

Hi gfluck1 - Can you tell me more about the photo you posted above? Where it's from (book, slide, website), who maybe who took it? I'd like to see if I can get a bigger or original version so I can blow it up bigger for the cement gondola.
