The yellow thing near the front of the engine which is mounted on the end of a tie. - Can you guess what it is?
 
Hint: the train is approaching third rail territory at Croton - Harmon NY

I believe it is meant to knock off an improperly deployed third rail shoe.

That is correct. It would knock it off before it had a chance to damage the third rail. I'm not sure if this is still in use by the railroad though.
