The Mayo Clinic opposition to DM&E doing anything other than abandonment has been going on for quite a while, as in for several years.  This is just the latest skirmish in a long running war the clinic has been carrying on with the railroad.  
 
The Clinic's claims and demands seem to get wilder with each new telling to the point that they seem to have gone way off into paranoia and irrationality.  If you feel that is an exaggeration, then look and see what they are saying.  Any sort of web search will get you to them.  The clinic has huge power in Rochester, so basically whatever they want the city become an enthusiastic supporter of.  
 
The Clinic chose to build facilities next to a track that was already there.  Why should they expect to be able to control what the railroad carries?

Completely agree, George.  If anyone has been keeping up with the Mayo's antics, even within the past few years, their intentions are clear.  It's interesting that just a few months ago, I believe, they said that they no longer had any opposition to the proposed buyout of the DM&E by CP and impending building of the new PRB route as all of their concerns had been addressed.  Clearly in that time they have must have thought up some new claims that might continue to stall the upgrading of the line.
 
My only question is, the STB has already cleared the way for the line's construction and, I think, all of Mayo's complaints have been thrown out.  What else can they possibly still do to stall/prohibit the line's construction and upgrading at this point?
