CN Portage in Vancouver/Newbie Questions

Hello all; I'm in the process of setting up an industrial plant that needs very large quantities of materials from eastern BC & Alberta, and I'm trying to figure out the logistics and headache factors of different locations near Vancouver.  This is my first post, and please excuse my newbie questions.

I'll be moving about 1,000,000 MT/y of material (rocks) in, about half from Prince William BC, and about half from Calgary AB; am thinking open-top cars but don't know what CN typically has available in that sort of area.

My first question: If I pick a destination location served by BNSF or SRY, am I asking for trouble?  Will CN make things difficult/expensive to these destinations?

Next question: Does CN offer discounts for backhaul/undercapacity directions (e.g. a shipment of logs comes in but nothing heads back out to the forest)?  Does anyone know where (and what direction) these empty cars might be going on a regular basis?

Last question: Assuming full cars, what do you think my cost per tonmile might end up being?

Thanks very much in advance.
