It is being reported that Amtrak are ordering 28 carsets for the NEC from Alstom. This is a UK/French company and they will be constructing them in New York. It seems that the specifications call for operating speeds by the sets approaching 160mph on the corridor lines.
 
An observation from afar is that Amtrak are adding a another non US supplier along with the Siemens electric locomotives now being delivered.

Ls, there is, essentially, NO US supplier they could go to.

That's not exactly true.  There are several foreign countries that have assembly plants in the States, among them Nippon Sharyo U.S.A., who not only build their own cars but also cars in partnership with Sumitomo in Illinois, Kawasaki in Nebraska and is to soon start delivering the new Midwest Bi-level cars based on California D.O.T. cars, in Pennsylvania and CAF USA in Elmira, N.Y., which is currently constructing the new Viewliner II cars.  You also have Bombardiere in Canada.  It is a very false notion that there are no builders... there simply have not been much in regards to orders to highlight their production.

True, PLANTS here, but foreign owned, and I suspect foreign engineers using US specs, or trying to (except perhaps Bombardier which has Pullman and perhaps Budd patents and Plans).
